34 Identifying the need for a new link in the chain “In the early 2000s”, recounts David Lustig, currently the Israel and Ireland Division Manager and formerly the Manager of the OSD Plant in Kfar Saba: “Teva was already the largest generic manufacturer in the U.S. and the plant in Kfar Saba was about to embark on a series of launches, the largest ever in scope in the industry. It was decided to take the best forces and build a unit that mediates between the R&D process and ongoing operations. This is how the T&SA unit was formed”. With the penetration to the American market, the plant started to increasingly encounter disparities between the R&D stage, where the products were manufactured on a small scale, and the manufacturing stage, where there was a transition to significantly larger scales. In many cases, several years elapsed between the R&D stage and the production stage, due to the need to conduct trials and receive approvals for a drug. The need for a binding thread developed from the field, which felt that a smoother transition from R&D to production would only be possible if a mediating entity would enter the picture. A winning team Avi Antebi took upon himself the task of building the new department. After many years as the OSD Production Manager, Avi was asked to set up a team and lead the department, which at first had 15 people. A new product was launched at the new unit almost weekly! How do you keep up? According to David Lustig “You take the best people, define what’s top priority and ensure that all the doors at the plant are open to that group”. Which is how with joint forces, with quality personnel and the management’s support, the new department churned out one product after another. Over the years, more people joined the department, both workers with experience in production or R&D as well as young and talented employees, with the right academic background and a strong drive to make it in the industry. This human tapestry proved itself to be a winning team. The department is characterized by creative human capital, employees that are capable of working with numerous interfaces and kick start processes without managerial authority, a trait that requires assertiveness, eloquence, and charisma. The first T&SA Department was founded in the OSD Plant and later the successful model was also copied to the Sterile Plant. Among other things, the department is currently responsible for implementing new products on a commercial scale (launches), transferring products from R&D to the plant, T&SA - A department that started as a creative idea and became a reality The T&SA (Technical & Scientific Affairs) Department was founded in the OSD Plant in Kfar Saba in the early 2000s. When it was founded, the department was responsible for transitioning the products from the R&D stage to the commercial production stage, for support on launches from the plant, and for making changes to existing products.
